Отношения между Западной Европой и Японией имеют длинную историю. Страна Восходящего Солнца вызывала в Старом Свете интерес со времен путешествия Марко Поло в XIII в. Этот интерес не угасал на протяжении долгих столетий, несмотря на расстояние между ними и длительный период закрытости Японии от внешнего мира с 1641 по 1853 годы, известный как «сакоку».
Японо-европейские отношения начали бурно развиваться в конце XIX – начале XX веков – в эпохи Мэйдзи и Тайсё. В это время японские торговые дома стали поставлять на Запад шелк и фарфор, быстро снискавшие там популярность.
После Второй мировой войны отношения между Японией и европейскими государствами пережили «перезагрузку». Агрессивная экономическая экспансия Токио, пожалуй, стала для них не менее серьезной проблемой, чем японский милитаризм первой половины века. При этом, если странам Запада было, что противопоставить японским армиям, сражавшимся за императора, то на поиски средства защиты от натиска японских экспортеров у европейцев ушло несколько десятилетий. Ответом оказалась выработка единой экономической политики и общей позиции для достижения взаимоприемлемых условий экономического взаимодействия. Это потребовало от европейцев немалых жертв и политической воли, однако они вовремя осознали, что ценой бездействия стала бы непозволительно сильная экономическая зависимость от Японии [1, c. 563]. Можно сказать, что «японская проблема» была одним из факторов, придавших импульс европейской интеграции и трансформации Европейского экономического сообщества в Евросоюз.
Совместными усилиями Токио и Брюсселю удалось перейти от конфронтации к партнерству. В общих чертах такое направление взаимодействия сложилось уже к концу 80-х годов ХХ века. 18 июля 1991 г. в Гааге была принята Декларация об отношениях между Европейским Сообществом и входящими в него государствами и Японией [2], в которой было зафиксировано намерение сторон развивать сотрудничество по широкому спектру направлений. С 1992 г. стороны начали проводить регулярные консультации, в ходе которых обсуждались актуальные вопросы взаимодействия на экономическом и политическом треках [3, с. 103].
Масштабные изменения на международной политической арене начала 90-х годов прошлого столетия заставили Японию и страны Западной Европы существенно переосмыслить свою внешнюю политику. Формирование огромного нового рынка сбыта на постсоветском пространстве временно «остудило» мировую экономику и отвлекло внимание «главных игроков».
В начале нового тысячелетия японцы и европейцы продолжили работу по укреплению сотрудничества. На саммите Япония – ЕС, состоявшемся 19 июля 2000 г. в Токио, первое десятилетие XXI века было провозглашено «Десятилетием японо-европейского сотрудничества». Токио и Брюссель начали создавать договорно-правовую базу отношений. Характерной особенностью достигнутых договоренностей было то, что они параллельно заключались на наднациональном и межгосударственном уровнях.
В ходе 10-го саммита Япония – ЕС, состоявшегося 8 декабря 2001 г., была утверждена дорожная карта [3, с. 103], получившая название «Формирование общего будущего» [4].
В течение следующих лет сформировалась основа действующего и поныне механизма политического диалога между Брюсселем и Токио. Каждый год Япония и ЕС проводят одну встречу на высшем уровне и две встречи министров иностранных дел. Кроме этого, дважды в год проходят политические консультации на уровне директоров департаментов профильных министерств.
