With the high level of social development and the improvement of people's overall living standards and conditions, especially the living conditions and medical conditions of the elderly population, the average life expectancy of Chinese people is increasing. However, China's longstanding family planning policy has objectively reduced the level of fertility. Currently, China's current population growth rate is gradually slowing down because of changes in the structure of Chinese families, the shift in the traditional mindset of raising children to take care of oneself, and the increasing pressure of life on today's younger generation. As a result, the birth rate is not nearly as fast as the aging rate of the population, and therefore, the current aging problem is particularly acute and urgent in China.
The rate of population aging is increasing rapidly worldwide, and population aging has long been a hot issue globally, with social aging and aging issues of concern to all sectors of society. When 10% of a country's total population reaches 60 years old or above, or even when 7% of the total population of a country reaches 65 years old or above, it means that the country or region enters an aging society. [1] According to China's National Economic and Social Development Survey Report of February 28, 2022, 18.9% of China's total population is aged 60 and above, and 14.2% of the total population is aged 65 and above. [2]
China started to restart the development of the elderly industry and market in 1978, [3] and the total product has only been 44 years since then. Therefore, the current senior care market in China is an emerging market as well as a market full of opportunities. At present, driven by the market and national policies, various enterprises, especially large enterprises, have started to pour into the senior care market, such as real estate enterprises, some private medical and medical care companies, private entrepreneurs, and so on. As a result, there are many aging service organizations of different sizes in the Chinese senior care market.
However, the influx of companies from various industries into the senior care market has created a variety of problems:
-A large number of companies ignore the real needs of the elderly, the subject of their services. They do not meet the needs of their customers in terms of service content, and there are many problems in operation management, which leads to the lack of profitability after a period of operation.
-No corresponding scientific guidance and planning. China’s elderly industry and the market is an emerging market, and there is a lack of mature experience, case studies, and methods to learn from, so at this stage in China, there are a variety of aging service organizations in chaos, and they do not pay any attention to the care and service of the elderly. This chaos has led to confusion in the elderly industry, and various aged care companies are even found to have false advertising and lack of care.
However, as the proportion of the elderly population rises, China's elderly care problem will become increasingly serious, but it will be a good opportunity for the industry to grow. More importantly, in China, there are many births between 1962-1975. When these populations enter the elderly stage in the last decade, the proportion of the elderly population is expected to reach 25% in 2030. [4] Although a large number of older people will put some pressure on society, the dramatically rising population will bring a huge market for the whole elderly and elderly care industry. In 2022, China's senior care market will currently exceed 10 trillion RMB. [5] Therefore, aging service organizations should determine their appropriate business operation method in the face of the market full of opportunities for aged care institutions. The operators of the organizations should make reasonable management measures to improve the quality of service and control by making suitable arrangements from the management to the service staff and medical personnel and the whole organization.

The serious aging in China and the miniaturization of families are driving the development of the senior care industry, among which aging service organizations are growing rapidly and significantly. This paper summarizes the factors influencing the occupancy rate of aging service organizations in China through a study of 156 aging service organizations in China and then summarizes the problems of operation management of aging service organizations in China through a series of analyses and fieldwork, and proposes corresponding solutions. The following summarizes the problems of aging service organizations in China.
The first thing that aging service organizations should clearly understand is that the operation management of aging service organizations is a trinity of operation management, marketing, and human resource management. Secondly, aging service organizations should be realistic and define the positioning of the organization, such as establishing the target group. Aging service organizations should also improve the management style by taking into account the actual needs of the elderly and improving the motivation and salary level of the employees in aging service organizations. Aging service organizations also should improve establishing training mechanisms and improving the salary level of the employees and others to increase their professional skills and their motivation and sense of achievement of the employees and to provide various professional services for the elderly.
The care service factor of aging service organizations is the most important factor affecting the occupancy rate in the study, and it is also the most important factor for the elderly and their families when choosing aging service organizations. Therefore, in the operation management of aging service organizations, priority should be given to improving the quality of services and the number of nursing staff, followed by improving the promotion of the organization, setting and optimizing the fee range, and improving the overall management of the organization. After that, the institution can be in the process of optimizing medical services, optimizing more equipment, etc. The optimization of the organization's operation management according to the level of contribution to the occupancy rate is scientifically effective and can put the enterprise on a positive track of development faster. [92] Finally, the organization should focus on the implementation of these policies while developing policies to improve the level of operation management so as to improve the overall level of operation of the organization, thus increasing the occupancy rate of the organization and eventually achieving profitability.
Through this study, the author can provide some theoretical and practical suggestions for the optimization of the operation management of aging service organizations. And also, the author provides some references for the management and development of other types of senior care service companies and contributes to the overall promotion of the construction of the senior care system in China.
However, this study is based on Chinese aging environment, it is necessary to make reasonable modifications, deletions, and corrections to the actual operation of a small aging service organization in an actual city or place in a certain province, although it can play a macroscopic role in the development of the aging service organizations.
